NALED PRESENTED TO THE GOVERNMENT 35 MEASURES FOR FASTER ECONOMIC DEVELOPMENT

Members of NALED presented Prime Minister Ana Brnabić and the ministers of the Government of Serbia with proposals for 35 measures to improve business conditions, which they consider a priority for accelerating economic growth, developing the economy and attracting investments, greater efficiency of public administration, creating jobs and better standards of citizens.

Representatives of NALED's six federations and the BFC Club of Cities and Municipalities emphasized that in the new government's mandate, digitization of procedures in healthcare should be carried out in order to facilitate citizens' access to healthcare, facilitate access to other public services by creating a mobile eGovernment application and a simpler application procedure on the institutions' portals, it was announced from NALED.

With the development of primary selection, it is necessary to enable citizens to separate special types of waste in households. Also, farmers should be provided with more efficient incentives through the establishment of eAgrar, a new program to suppress the gray economy should be adopted, the legalization process should be completed and other open issues in the field of property should be resolved, which would make it easier for cities and municipalities to attract investments.

Prime Minister Ana Brnabić pointed out that many reforms, which have been implemented and are ongoing, would not have been successful without the support and initiative of NALED.

"I am glad that we will continue our joint work in the new mandate. Some of the priority areas we will work on are land conversion, legalization, justice, new e-government services, digitalization of the economy, artificial intelligence and education. "Today's meeting is an opportunity to look together at these areas where there is potential for further reforms that will contribute to the continuous growth of our country's economy in these challenging times," said Brnabić, according to the announcement.

The President of the NALED Board of Directors, Vladislav Cvetković, presented the Prime Minister with a Charter on Joint Work with a list of 30 reforms that the Government implemented with the support of NALED, from her first mandate in 2017 until now. Among them, as pointed out, are major system reforms such as the introduction of electronic construction permits, eCounter for registration in the cadastre, reform of flat taxation, seasonal employment, introduction of online fiscalization and eInvoices, eArchiving, abolition of seals, electronic public procurement, etc.

"We continue to work for Serbia, and I would like to highlight three large programs worth 15 million EUR that we launched with member companies and the international community. It is a StarTech program that supports the digital transformation of the economy and innovation. Then the National initiative for cashless payments, through which we support the development of a new Program to combat the gray economy and the free introduction of cashless payments at 25,000 locations. And there is a program for environmental protection and the installation of infrastructure for the collection of glass and other packaging waste, batteries and light bulbs, and food waste," said Cvetković.

Among the priority measures proposed to the Government, as announced, are, among others, the further reduction of the tax burden on wages, solving the issue of parafiscal levies, as well as the optimization of labor legislation, primarily through the regulation of flexible work and the extension of the seasonal employment reform to new activities. There are also proposals for the improvement of energy efficiency, the introduction of the eProstor system, the reduction of paper documentation in the communication of the state, citizens and the economy, through the development of an electronic registry and e-Delivery.

The priorities are air and water protection through changing the policy of compensation for polluters and strengthening inspection supervision, greater connection between private and state healthcare and simplification of the procedure for putting new medicines on the market, and the proposal is to simplify the donation of food before the expiry date, it was concluded in announcement from NALED.
