CHANGES TO THE RES ACT SHOULD ENSURE SUFFICIENT ENERGY AND SAFE SYSTEM

Serbia's Minister of Mining and Energy, Dubravka Djedović, said on Friday in the Serbian Parliament that the proposed amendments and supplements to the Law on the Use of Renewable Energy Sources (OIE) would enable the necessary balance between the interest in obtaining more energy from these sources and the interest in ensuring the safe operation of the system and supply.

"Our strategic goal is to achieve energy independence, and to achieve that goal, we need to increase the capacity for the production of electricity so that it is sufficient for domestic needs, and to carry out a green energy transition in a way that preserves the stability of our energy system and the security of supply," Đedović said, explaining the proposed amendments to the Law on the Use of OIE to the deputies.

As reported by the ministry, she reminded that the adoption of the Law on the Use of OIE in 2021 was a significant step in the process of harmonizing domestic legislation with EU regulations in this area, Beta reported.

"However, the enormously large number of requests for connection of solar and wind power plants, where the requested connection capacity has increased from about 4.8 gigawatts (GW) in 2021 to 20 GW, which is two and a half times larger than the total capacity of all power plants in Serbia, has changed the context of legal solutions, which is why it was necessary to prepare amendments and supplements to the Law," she said.

According to her, the amendments to the Law on the Use of OIE will regulate in a more adequate manner the obligations of the guaranteed supplier, and "commercial projects will resolve the issue of balancing responsibility on a commercial basis."

Djedović also said that under existing solutions, buyer-producers can connect to the power system without limitation, with no responsibility to the power system at all.

"In line with the solutions applied in most European Union countries, we have proposed to limit the installed power of buyer-producers to create conditions for introducing a new active buyer through amendments to the Energy Law," Djedović said.

The limit for households should help to optimize household investments according to real annual consumption and encourage buyer-producers "not to heat with electricity in the red zone when electricity is the most expensive."
